The California Clean Energy Jobs Act (Prop. 39) changed the corporate income tax code and allocates projected revenue to California’s General Fund and the Clean Energy Job Creation Fund for five fiscal years, beginning with fiscal year 2013-14. Under the initiative, roughly up to $550 million annually is available for appropriation by the Legislature for eligible projects to improve energy efficiency and expand clean energy generation in schools.

Eligible local educational agencies (LEAs) — including county offices of education, school districts, charter schools and state special schools—can request funding by submitting an energy expenditure plan application to the California Energy Commission. For the first year, there is an option to receive part or all of a school’s allocation for energy savings planning purposes. The Energy Commission approves plans and works with the California Department of Education, which subsequently distributes funds after plans have been approved.

The R Group is committed to helping applicants through the process. TRG utilizes the latest on-line application process, calculates energy savings in accordance with the program guidelines, and assist LEA’s needing support at point along the way.

We help Unified School Districts and Community College Campuses in the state of California who have not yet submitted their Final Project Completion Report to their Prop. 39 K-12 program grant funding. TRG has performed Proposition 39 program services for over 8 school districts totaling 24 schools.

“As a regulation of funding for the Proposition 39 K-12 program, all Local Educational Agencies (LEAs) must complete a Final Project Completion Report 12-15 months after the project completion date! If an LEA does not submit the report, corrective action could result in repayment of the Proposition 39 K-12 program grant funding.”

PROP. 39 EXTENSION

The Senate Bill No.110 that was recently approved by the Governor and Secretary of the State of California provides the Local Educational Agencies (LEA) $550,000,000 annually from the General Fund to the Clean Energy Job Creation fund for 5 fiscal years. The purpose of funding specified projects in public schools and community colleges is to create jobs in California which will improve energy efficiency, reduce operating costs and improving health and safety in public schools. Priority shall be given to school districts and county offices of education operating the oldest school buses or school buses operating in disadvantaged communities.
